As Air Force One, returning from Manila, prepares to land at Andrews, the front-wheel light indicator fails to go off. It could mean that the light doesn't work. Or something worse. C.J. then has to keep a planeful of reporters in the dark and off their phones. On the ground, Josh works with a politically vulnerable GOP congressman on a Chesapeake Bay-cleanup bill, and the House's black caucus threatens to hold the president's Kundu-peacekeeping measure hostage unless he supports a reinstitution of the draft. "I'm just trying to promote some patriotic unity," says its sponsor (Thom Barry).

At the end of an 18 hour return trip home from Manila, just as Air Force One is about to begin its descent into Andrews Air Force Base, a cockpit indicator light leads the crew to believe that the landing gear might not be locked down and so the plane stays in the air while the problem can be looked at. Tensions in the plane and on the ground grow as people become more and more concerned that the plane may have been tampered with.
