The Chesapeake Bay Commission has estimated that cleaning up the bay will cost $19 billion.
"'The West Wing' was off by a rather significant factor," said Will Baker, president of the Chesapeake Bay Foundation. "We really need to think about billions, not millions, to save the Chesapeake Bay."
